On December 30, 1980, at approximately 14:30 hours, a triple robbery took place at the Banco Concepción, Banco de Chile, and Banco de Talca branches on Avenida Irarrázaval in Santiago. Under these circumstances, two Carabineros from the 18th Precinct of Ñuñoa were killed:
-Washington GODOY PALMA, 31 years old, 1st Corporal of Carabineros; and
-Daniel Alberto LEIVA GONZALEZ, 27 years old, 2nd Corporal of Carabineros.
Numerous assailants participated in this action with significant tactical deployment, even using Carabineros uniforms. The robbery was simultaneous. The two police officers had arrived, along with other personnel, to provide protection at the scene of the incident, and were attacked by the assailants, who killed them.
Considering that the two Carabineros died while fulfilling their duty to safeguard public order; and that the robbery of the bank branches was an act perpetrated by an armed group acting with clear political motivations, this Commission has reached the conviction that 1st Corporal Washington Godoy and 2nd Corporal Daniel Alberto Leiva were victims of human rights violations, committed by an armed group that killed them while acting under political motivations.
