Víctor Meza Arriagada, a member of the Partido Comunista, died that day at the Hospital Kennedy due to a hemorrhagic stroke, as established in his death certificate.
According to statements from eyewitnesses, Víctor Meza was arrested on October 7, 1973, at approximately 14:00 hours, by Carabineros officers from Huellelhue. At the time of the arrest, the police raided his home and interrogated him and one of his daughters regarding weapons and the whereabouts of a socialist leader.
At that time, Víctor Meza was the President of the "Chacón Corona" Peasant Union of Valdivia.
He remained detained and held incommunicado for several weeks at the Carabineros stations in Huellelhue, Collico, and Los Jazmines. His spouse was only able to see him when he was taken to the Gimnasio Cendyr in Valdivia, where he recounted the mistreatment, abuse, and interrogations under torture to which he had been subjected in those locations.
He was finally transferred to the Cárcel de Isla Teja, where, according to witnesses, he arrived in extremely poor physical condition.
On February 12, 1974, due to his deteriorated physical state, his custodians took him on an emergency basis to the Hospital Kennedy in that city, where he passed away three days later.
Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council reached the conviction that the death of Víctor Meza Arriagada occurred as a consequence of the mistreatment and torture to which he was subjected by State agents during his detention. For this reason, it declared him a victim of human rights violations.
