On November 18, 1981, three members of the Policía de Investigaciones assigned to the 11th Precinct of Las Condes of Investigaciones died:
Héctor Hugo HENRIQUEZ ALISTE, 28 years old, Inspector;
Ricardo REYES URRA, 21 years old, Detective;
Sergio Leonel OSBEN CUEVAS, 25 years old, Driver.
The three officers were inside a police vehicle, performing patrol duty on Calle Eliodoro Yáñez in the commune of Providencia, in front of the residence of the Chief of the Presidential General Staff, when they were attacked by an armed group.
Considering that the victims were carrying out duties inherent to their service, and that they were victims of a surprise attack against their lives, which evidently had the objective of achieving political effects, this Commission has reached the conviction that Inspector Héctor Henríquez, Detective Ricardo Reyes, and driver Sergio Osben were killed by an armed group that acted under political motivations, this act constituting a grave violation of their human rights.
