In Chillán, 15 repressive agents prosecuted for the homicides of three people in April 1974
On Tuesday, August 4, the visiting judge for Human Rights cases of the Chillán Court of Appeals, Claudio Arias Córdova, indicted 16 former repressive agents—both civilians and military personnel—as perpetrators of the qualified homicide of Rolando Gastón Angulo Matamala, Ogán Esteban Lagos Marín, and Bartolomé Ambrosio Salazar Veloz.
These crimes were committed between April 27 and 28, 1974, in the Ñuble province.
The three victims were members of the MIR in the region. Rolando Angulo was 26 years old and a social worker; Bartolomé Salazar was 31 years old and a high school teacher; Ogán Lagos was 20 years old and an agronomy student at the University of Concepción (Chillán campus); he was the first of three brothers murdered by the dictatorship.
The accused are former DINA agents and former army officers: Fernando Gómez Segovia, head of the DINA Southern Brigade; Mario César Romero Godoy, military prosecutor at the time of the events; Osvaldo Enrique Ortega Echeverría; and DINA agents Froilán Enrique Aguilera Domínguez, Luis Enrique Troncoso Verdugo, Pedro Blas Vergara Mieres, Hugo Enrique Villamán Salazar, Patricio Orlando Marabolí Orellana, Humberto Artemio Olmedo Álvarez, Arturo Manuel Alarcón Navarrete, Fanor Eduardo Aguilera Pizarro, Luis Alberto Toledo Espinoza, and civilian employees Sergio Francisco Bustos Baquedano, Lincoyán Lagos Tortella, and Héctor Soto Hermosilla.
According to the evidence gathered during the investigation, Judge Arias established that:
"On April 19, 1974, through a minor who arrived at the home of Rolando Gastón Angulo Matamala, a member of the Revolutionary Left Movement (MIR), where he lived with his spouse on Calle Isabel Riquelme in this city, near the Municipal Market, and who delivered a message for him to go to a person who knew him, he was detained by State agents and subsequently transferred to a detention center located near San Carlos and from there to the No. 9 Mountain Infantry Regiment of Chillán.
He was removed from that location on April 27 of the same year to an unknown destination. His body was found on April 28, 1974, in the Camilo Bravo Canal of the Mutupín estate, located 7 kilometers east of San Carlos, with bullet wounds to his body inflicted by third parties, thus constituting the crime of qualified homicide."
Regarding this event and according to the ruling, "there are sufficient and well-founded presumptions to consider that the accused held culpable participation as authors of the crime of qualified homicide of Rolando Gastón Angulo Matamala: Mario César Romero Godoy, who served at the time of the commission of the crime as the Military Prosecutor of Chillán and from whom the orders to detain persons linked to the Revolutionary Left Movement (MIR) emanated; Osvaldo Enrique Ortega Echeverría in his capacity as an official of the No. 9 Infantry Regiment of Chillán, in charge of the 'Registration and Control Office'; Fernando Gómez Segovia, Froilán Enrique Aguilera Domínguez, Luis Enrique Troncoso Verdugo, Pedro Blas Vergara Mieres, Hugo Enrique Villamán Salazar, Patricio Orlando Marabolí Orellana, Humberto Artemio Olmedo Álvarez, Arturo Manuel Alarcón Navarrete, Fanor Eduardo Aguilera Pizarro, Luis Alberto Toledo Espinoza, all of whom served at the time of the events investigated as State agents belonging to the National Intelligence Directorate (DINA) and the Regional Intelligence Center (CIRE); and Sergio Francisco Bustos Baquedano, Lincoyán Lagos Tortella, and Héctor Soto Hermosilla, who were part of the Civil Intelligence Service (SIC) in the city of San Carlos, who collaborated directly with the person in charge of the DINA in the Region, providing information and the means for the detention of persons linked to the MIR."
Regarding the homicide of Bartolomé Salazar, Judge Arias also established that:
"on April 17, 1974, around 7:00 PM, Bartolomé Ambrosio Salazar Veloz, a member of the Revolutionary Left Movement (MIR), met briefly with his spouse in the Plaza de Armas of this city, to whom he stated that he would meet with a person to carry out an errand, for which he waited, but he never returned.
Subsequently, on April 27, 1974, his body was found lifeless in the vicinity of Quinchamalí, Chillán Commune, on the banks of a river, dead from bullet wounds inflicted by third parties, thus constituting the crime of qualified homicide of Bartolomé Ambrosio Salazar Veloz, provided for and punished in Article 391 No. 1 of the Penal Code, committed in this jurisdiction."
Regarding this event, the document adds: "That, from these same antecedents and from the statements of the accused Mario César Romero Godoy, who belonged to the National Intelligence Directorate (DINA) and held the leadership of said entity for the Seventh and Eighth Regions; and Patricio Orlando Marabolí Orellana, who served at the time of the events investigated as head of the Regional Intelligence Center (CIRE) in this city; there are sufficient and well-founded presumptions to consider that they held culpable participation as authors of the crime specified in Article 15 No. 1 and 3 of the Penal Code."
Finally, regarding the homicide of Ogán Lagos, the visiting judge established that: "in the early hours of March 15, 1974, from the house of a sister of the partner of Ogan Esteban Lagos Marín, a member of the Revolutionary Left Movement (MIR), located in Chillán Viejo, around 2:30 AM, a commando of approximately eight people, agents of the Carabineros and the Army, all in civilian clothes, raided the home and detained him along with a brother, putting them into a green pickup truck.
They were taken to the Chillán Investigations Barracks and from there they were taken blindfolded to the Regiment where they were interrogated and subsequently transferred to the Public Jail of this city; from there he was removed on April 25, 1974, to an unknown destination by a group of agents.
His body was found near a house on the La Dehesa de Tanilvoro estate, as a result of bullet wounds inflicted by third parties on the 27th of the same month and year, thus constituting the crime of qualified homicide of Ogán Esteban Lagos Marín, provided for and punished in Article 391 No. 1 of the Penal Code." For this crime, an indictment was issued against "Fernando Gómez Segovia, Mario César Romero Godoy, Arturo Manuel Alarcón Navarrete, and Patricio Orlando Marabolí Orellana, as authors of the crime of qualified homicide of Ogán Esteban Lagos Marín, provided for and punished in Article 391 No. 1 of the Penal Code, committed in this jurisdiction on April 27, 1974."
Judge Arias ordered the preventive detention of the 15 prosecuted individuals, for which he issued an order to the Human Rights Crimes Investigation Brigade of the Santiago Investigative Police and the Prefecture of Investigations of this city.
In this regard, it should be noted that Fernando Gómez Segovia is serving a sentence at the Punta Peuco Prison for other human rights crimes.

Former DINA agent Fernando Gómez Segovia has died
Fernando Gómez Segovia at the Prison and Torture House located on Plot 31 of the Pomuyeto Estate, owned by Lincoyan Lagos Tortella (deceased).
The news was delivered by the FACIR Multigremial through its Twitter account: "We announce the sad passing of Army Colonel (R) Don Fernando Gómez Segovia, R.I.P. We express our condolences to the Chilean Army, to his comrades at Punta Peuco, and to his family. May the Lord receive him in his holy kingdom and may he receive the justice that this world denied him," the statement concluded.
Fernando Gómez Segovia was transferred on December 20, 2017, from the Punta Peuco Prison to a house in the San Carlos commune, located on Plot 31 of the Pomuyeto Estate, which served as a center for political imprisonment and torture and was owned by Lincoyan Lagos Tortella (deceased), to participate in the reconstruction of scenes to clarify the death of three young members of the MIR.
The proceedings were directed by the extraordinary visiting judge for Human Rights violation cases of the Concepción Court of Appeals, Carlos Aldana.
In addition to the death of Gómez Segovia, the former military prosecutor Mario Romero Godoy passed away on January 11 at 5:45 AM at the Las Condes Clinic. His funeral was held "privately" on January 12 of this year; the location where he was buried was not reported, according to the obituary published in the printed newspaper El Mercurio.
Likewise, Lincoyan Lagos Tortella passed away in May 2017 after suffering from bile duct cancer. In the seventies, he was an active member of the Nationalist Front Patria y Libertad, a Chilean far-right paramilitary movement with a nationalist ideology.
Lagos Tortella was prosecuted for the death of Rolando Angulo Matamala, a young member of the Revolutionary Left Movement (MIR), murdered on April 27, 1974.
In the investigation directed by Investigating Judge Claudio Arias of the Chillán Court of Appeals, Lincoyan admitted to having provided his house "to be able to keep the political prisoners that Mario Romero wanted to be interrogated" at the request of his "friends from Patria y Libertad," he stated.
Biological Impunity
Regarding the death of Fernando Gómez Segovia, it is worth recalling the statements made by the Association of Relatives of the Forcibly Disappeared of Ñuble after learning of the death of former Military Prosecutor Mario Romero Godoy: "We have been witnesses to how they have limited justice through the Chillán Court of Appeals and currently the Concepción Court of Appeals when it comes to clarifying the kidnapping and homicide of so many victims, and how the justice system has conspired against the substantive progress that would allow us to know what happened to our relatives and who is responsible for their disappearance and execution."
"The so-called justice system in this country has led to perpetrators being declared incapacitated due to dementia or biological impunity in this case. All rights of the relatives are being violated."
Fernando Gómez Segovia was being prosecuted for different cases associated with human rights violations in the Ñuble Region.
Among them is the crime of three young members of the MIR, an event that occurred on April 27, 1974. "They were members of the Regional Committee of the MIR, they were detained by this group of torturers, who are being confronted with Gómez Segovia, being taken to San Carlos to the Pomuyeto sector, owned by Lincoyan Lagos, to then be murdered, and their bodies were dumped in different parts of the province," according to Jorge Vera, a member of the Truth and Justice Committee of Chillán, to Diario El Itihue in April 2015.
APRIL 2015 - CHILLÁN COURT OF APPEALS
Froilan Aguilera Domínguez, Army corporal (DINA); Pedro Vergara Mieres, Army corporal (DINA); Luís Troncoso Verdugo, Army corporal (DINA Linares); Luis Toledo Espinoza, Army corporal (DINA Linares); and Héctor Soto Hermosilla were confronted in the Chillán Court of Appeals.
According to information provided by Jorge Vera, a member of the Truth and Justice Committee of Chillán, the confrontation held this morning at the Chillán Court of Appeals is to "clarify the death of three comrades of the MIR who were detained on April 7, 1974, by this group of six torturers together with Fernando Gómez," and subsequently murdered.
"These young people were detained by the SIC of San Carlos (Civil Intelligence Service). The function that this repressive body fulfilled in the first days of the coup d'état was: to detain, persecute, and raid the homes of figures of the Popular Unity and mainly of the MIR."
SIC - DINA
Once the DINA was installed in Chillán, the Michimalongo Brigade (DINA South-Central Brigade) was formed, commanded by Fernando Gómez Segovia and a Carabineros sergeant surnamed Espinoza (currently deceased).
The prosecutor Mario Romero Godoy called on the SIC to collaborate with the DINA and provide all its support and collaboration in terms of infrastructure; this means that the SIC provided vehicles, properties, and estates so that the DINA could begin to operate between Linares and Chillán.
Héctor Soto Hermosilla, from San Carlos, was the head of the SIC. He constantly visited the house that served as a detention and torture center located on Lincoyan Lagos's Pomuyeto estate in the city of San Carlos.
Soto Hermosilla received reports from the executioners who were there: Army corporal Vergara, Army corporal Troncoso, and the Army corporals from the Linares artillery regiment, Toledo and Olmedo.
Jorge Vera highlights that all of them "are being confronted with their top boss; they all implicate Fernando Gómez Segovia, who had seen the three MIR comrades who were murdered alive: Ogan Lagos Marín, 22 years old, an agronomy student from Chillán; Rolando Angulo Matamala, 26 years old, a social worker at the Chillán Governorate; Bartolomé Salazar Veloso, a teacher at the Chillán Girls' High School.
All were executed on April 27, 1974."
Héctor Soto Hermosilla was head of the SIC from 1973 to 1974, along with Sergio Gómez Vera, and the rest of the SIC members, Lincoyan Lagos and Sergio Bustos Baquedano.

Judge Carlos Aldana sentences former State agents for qualified homicides in Chillán
In the ruling (case file 111-2023), the visiting judge sentenced Patricio Marabolí Orellana to 15 years and one day in prison as the author of the crimes of three qualified homicides, and Arturo Manuel Alarcón Navarrete to 10 years and one day in prison as the author of the homicide of Lagos Marín.
The visiting judge for human rights violation cases of the Concepción and Chillán jurisdictions, Carlos Aldana Fuentes, sentenced former State agents for their responsibility in the crime of qualified homicide of Rolando Gastón Angulo Matamala, Bartolomé Ambrosio Salazar Veloz, and Ogan Esteban Lagos Marín. These crimes were committed between March and April 1974 in Chillán.
In the ruling (case file 111-2023), the visiting judge sentenced Patricio Marabolí Orellana to 15 years and one day in prison as the author of the crimes of three qualified homicides, and Arturo Manuel Alarcón Navarrete to 10 years and one day in prison as the author of the homicide of Lagos Marín.
Meanwhile, Luis Alberto Toledo Espinoza and Humberto Artemio Olmedo Álvarez were sentenced to 4 years in prison, with the benefit of supervised release for the same period, as accomplices to the homicide of Angulo Matamala.
In the case, the accused Osvaldo Enrique Ortega Echeverría, Froilán Enrique Aguilera Domínguez, Luis Enrique Troncoso Verdugo, Pedro Blas Vergara Mieres, Hugo Enrique Villamán Salazar, Sergio Francisco Bustos Baquedano, and Fanor Eduardo Aguilera Pizarro were acquitted.
"Bad Boys"
In the resolution, Judge Aldana Fuentes established the following facts:
"As a context, it is proven in these records that on September 11, 1973, a coup d'état was carried out by the Armed Forces and Carabineros of Chile, who assumed the functions of the Executive and Legislative branches.
This situation was replicated throughout the national territory, imposing a State of Siege that restricted the individual freedoms of people, creating regional intelligence agencies integrated by the Armed Forces, Carabineros, and the Investigative Police, called SIRE or CIRE, in addition to the Military Intelligence Directorate (DINE), which instructed Army personnel in basic intelligence knowledge.
Later, through a Decree Law on June 14, 1974, the National Intelligence Directorate (DINA) was created, which pursued and detained leaders of movements opposed to the government, proceeding to interrogate them under torture, and in some cases, to execute them, without prior trial and outside the law.
This was effectively carried out in the Ñuble region, in its primary phases, in the following events investigated in this case:
a) On April 19, 1974, a minor arrived at the home of Rolando Gastón Angulo Matamala, a member of the Revolutionary Left Movement (MIR), who lived with his spouse Cora Álvarez Massi in a house located on Calle Isabel Riquelme in Chillán, delivering a message for him to go to a place where a person who knew him was waiting.
He left his home for that destination, was detained by State agents, and transferred to various clandestine detention centers, including a house in the Pomuyeto sector, San Carlos commune, where he was interrogated under physical torture.
He was transferred by State agents on April 26, 1974, to the No. 9 Infantry Regiment of Chillán, where he was again interrogated under torture by a group of Carabineros called 'The Bad Boys' (Los Chicos Malos), led by Lieutenant Patricio Orlando Marabolí Orellana, who were attached to the aforementioned regiment.
They then proceeded to execute him with several revolver shots, causing four impacts, one in the skull and the other three in the thorax, one of which remained lodged in his body, which caused his death due to acute anemia. Then, in the early hours of the 27th of that month and year, his body was abandoned in the Camilo Bravo canal of the Mutupín estate, located 7 kilometers east of San Carlos.
b) On April 17, 1974, around 7:00 PM, Bartolomé Ambrosio Salazar Veloz, a member of the Revolutionary Left Movement (MIR), met briefly with his spouse Magdalena Müller Muñoz in the Plaza de Armas of the city of Chillán, to whom he stated that he would meet with a person to carry out an errand.
After waiting for him for a while and when he did not return, she went to her home. While she was at her home, at night that same day, a group of about four people arrived, claiming to be detectives, in search of weapons, which they did not find because they did not exist; then they covered her with a blanket and took her detained to the No. 9 Regiment of Chillán, and after about 20 minutes, they transferred her to a house located in San Carlos, to finally take her to the War Academy in Santiago, where she remained detained from April 21 until July 9, 1974, when she regained her freedom.
For his part, Salazar Veloz appears as detained in Chillán as of April 21, 1974, according to the relevant file record seized at Colonia Dignidad in Parral, a copy of which is at fs. 1533 (volume IV), contained in police report No. 4.349/702, dated July 24, 2014, of the Chilean Investigative Police, which is at fs. 1.526 and following, which was allegedly prepared by Gerd Seewald Lefevre, in charge of intelligence operations for the German enclave, who stated to the Investigative Police, according to police report 4.303/702 of July 22, 2014, which is at fs. 1.282 and following (volume III), that he prepared said data with the information provided by Fernando Gómez Segovia (Army captain and head of the DINE in the 'region'). It is also proven that Salazar Veloz was detained in other places in the Chillán 'region,' where he was subjected to interrogations under torture, as he presented abrasions on his body and parchment-like furrows on his wrists, demonstrating that he had remained tied by his hands, until April 27 of the same year, when his body was found in the vicinity of Quinchamalí, Chillán commune, on the banks of a river, dead due to shock and acute anemia from transfixing ballistic perforations, which were executed by third parties with homicidal intent, using for their purpose a weapon with a projectile of a caliber smaller than 10 mm in diameter.
c) In the early hours of March 15, 1974, in circumstances where Ogan Esteban Lagos Marín, a member of the Revolutionary Left Movement (MIR), was staying overnight in a house located in Chillán Viejo, around 2:30 AM, he was detained by a commando of approximately eight people, supposedly composed of Carabineros and Army agents, all in civilian clothes and heavily armed, who raided the home and detained him, along with a brother, putting them into a green pickup truck.
They were taken to the Chillán Investigations Barracks and from there they were taken blindfolded to the No. 9 Regiment of the same city, where they were interrogated. Subsequently, Ogan Esteban Lagos Marín was transferred to the Public Jail of Chillán on April 3, 1974, a place from which he was removed on several occasions to be interrogated under torture at the local Regiment.
Subsequently, on April 24, 1974, he was removed—illegally, because the Military Prosecutor's order was issued on April 26, 1974—from the aforementioned penitentiary center by a team composed, among others, of a group of Carabineros called 'The Bad Boys' (Los Chicos Malos), led by Lieutenant Patricio Orlando Marabolí Orellana, where he was subjected to interrogation and torture, causing him abrasions and contusions, and then executed by four ballistic impacts to the skull and abdomen (one of which remained lodged in the body), abandoning his body on April 27, 1974, near a house on the La Dehesa de Tanilvoro estate, in the Chillán province."
In the civil aspect, the visiting judge ordered the State to pay a total compensation of $700,000,000 (seven hundred million pesos) for moral damages to the victims' relatives.
