Carmen Gutiérrez Soto died that day, at 12:15 hours, at the Barros Luco-Trudeau Hospital, due to rheumatic disease, according to the Death Certificate. Notwithstanding this record, it was established through reliable testimony that her death was caused by a gunshot wound.
On the morning of September 14, Carmen Gutiérrez and her sister were waiting in line in front of a bakery located at the corner of Calle Ñuble and Avenida Vicuña Mackenna, along with a large group of people.
According to eyewitness accounts, the people began to protest, which prompted the intervention of Carabineros officers, who fired shots to disperse the group, one of which struck Carmen Gutiérrez, who died at the scene.
Considering the evidence gathered and the investigation carried out by this Corporation, the Superior Council reached the conviction that Carmen Gutiérrez Soto was a victim of human rights violations by State agents who made irrational use of force.
