On October 2, 1973, Sergio Osvaldo ALVARADO VARGAS, 30 years old, and Julio Antonio CARCAMO RODRIGUEZ, 37 years old, both with no political affiliation, were killed at the Carabineros station in Puerto Aysén.
According to testimonies provided to the Commission, the victims had previously insulted and assaulted a carabineros officer, as a result of which they were arrested at their respective homes and taken to the Aysén station. Witnesses observed their execution, which was apparently carried out by military personnel.
According to the official version provided through various media outlets, Alvarado and Cárcamo had allegedly attacked a carabineros patrol and later a military patrol, forcing the officer in charge of the latter to use his service weapon.
In some of these publications, they were labeled as extremists, and in others, as criminals. The death certificates for both cases state the cause of death as: "acute anemia, projectile wound."
The Commission reached the conviction that in the preceding cases, the deaths occurred as a result of a grave violation of the human rights of both individuals, due to:
-The existence of solid testimonies confirming that the victims were being held at the Puerto Aysén station and that they were killed there, outside of any legal process;
-The implausibility of the official version, which accounts for two successive attacks by the victims against as many patrols, to the point that the press of the time itself qualified the attack by stating, "two criminals who tried in an incredible way to attack a military patrol."
