Santos Víctor Romeo González died that day at 6:30 hours, on a public street in Santiago, due to thoracic-abdominal gunshot wounds, as recorded in the Medical Death Certificate from the Legal Medical Institute.
According to family members, he was detained around September 15 in the El Almendral neighborhood during an operation carried out in the sector, and was taken to a Carabineros police station, where he was severely beaten until he was left unconscious. Another detainee who was with him and later released recounted what happened to the family.
After an intense search, the family members went to the Legal Medical Institute. There, after being shown the Autopsy Protocol, they were informed that their relative was buried in the General Cemetery, a fact they later verified.
Considering the evidence gathered and the investigation conducted, the Superior Council reached the conviction that Santos Víctor Manuel Romeo González, while in detention, was executed outside of any legal process by State agents. By virtue of this, he was declared a victim of human rights violations.
