On November 2, 1984, a Carabineros bus was attacked on Route 68 while transporting personnel from the institution to cover the Vuelta Ciclística a Chile. Four police officers died in the incident:

-Uldaricio ARAVENA SANHUEZA, 43 years old, Sub-officer of Carabineros;

-Hugo Armando TOLEDO TREJO, 37 years old, 1st Corporal of Carabineros;

-Angel Manuel SAZO CASTILLO, 22 years old, 2nd Corporal of Carabineros; and

-Patricio DELGADO VERGARA, 24 years old, 2nd Corporal of Carabineros.

All were members of an Operational Section of the 7th Special Forces Precinct of Valparaíso.

While they were heading toward the aforementioned objective, at Kilometer 115 of the aforementioned Route 68, in a place known as La Planchada, the bus transporting said personnel was attacked with a "Vietnamese-style" bomb, which caused their instantaneous death upon exploding.

Considering that this action was carried out in a planned manner and with overwhelming force, and that the victims were completely defenseless, this Commission has reached the conviction that Sub-officer Uldaricio Aravena, 1st Corporal Hugo Toledo, 2nd Corporal Angel Manuel Sazo, and 2nd Corporal Patricio Vergara were killed by the actions of individuals who, acting under political pretexts, violated their human rights.
