On September 12, 1973, Rosamel del Carmen SALAS OVALLE, 53 years old, a farmer and member of the Partido Comunista, was forcibly disappeared. On that day, the victim left his home in the town of Requegua to look for some animals, and there was no further news regarding his whereabouts.
In October 1989, his brother found the victim's remains partially buried in the same town. He was able to identify them by the remnants of clothing that still remained.
The Commission formed the conviction that the death of Rosamel Salas was related to political circumstances, although direct responsibility for the events could not be determined. This is based on the following considerations: the fact that at the time of his death, persecutions were being carried out against individuals who, like the victim, were known members of the Partido Comunista; the circumstance that it is not possible to explain his death by natural causes; and the fact that his body was not found until 16 years later.
