Rosa del Carmen Rosales Gallardo and Luis Alberto Véliz Aguilera died that day at the San Carlos canal, in the Tobalaba sector, due to craniocerebral and thoracic-abdominal visceral destruction caused by gunshot wounds, as recorded in the respective Medical Death Certificates from the Legal Medical Institute.

According to statements by eyewitnesses, Juan Manuel Cortés Fernández, Rosa Rosales Gallardo, and Luis Alberto Véliz Aguilera were detained by carabineros around April 25, 1975, in the vicinity of their home, located in the Jaime Eyzaguirre neighborhood.

They were then taken to the police station in the Chacarillas sector, where they were seen by a witness who was being held at that police facility. Upon his release, he recounted what had happened to the families, who were subsequently denied the detention.

They were unable to locate them in other places of detention or at the Legal Medical Institute.

It was not until 1990 that the fate of Luis Alberto Véliz became known, the date on which his family members coincidentally found his death registration at the Civil Registry; later, at the General Cemetery, they learned the location of his burial.

For her part, it was only in 1992 that the family managed to find the death registration corresponding to Rosa Rosales Gallardo.

In the case of Juan Manuel Cortés Fernández, it was not possible to officially confirm his death or the location of his remains.

The Autopsy Reports corresponding to Luis Véliz Aguilera and Rosa Rosales Gallardo indicate that both bodies were sent by the 3rd Carabineros Precinct and admitted as "NN" (unidentified) to the Legal Medical Institute. They were subsequently identified by the Identification Cabinet.

Considering the evidence gathered and the investigation carried out by this Corporation, the Superior Council reached the conviction that Rosa Rosales Gallardo and Luis Alberto Véliz Aguilera were detained and executed by State agents outside of any legal process, and that Juan Manuel Cortés Fernández was detained and forcibly disappeared while being held in that status.

For this reason, it declared them victims of human rights violations.
