In Valparaíso, on April 19, 1980, Domingo Antonio ROCHA ROCHA, 59 years old and a worker for the Minimum Employment Plan (PEM), and Rodolfo Hernán PINTO, 49 years old, also a worker for the Minimum Employment Plan (PEM), died.
Both died as a result of the explosion of an explosive device that was left by terrorists at the Valparaíso Governorate, a place with heavy pedestrian traffic.
Having verified the aforementioned facts, this Commission has reached the conviction that Domingo Antonio Rocha and Rodolfo Hernán Pinto were victims of a serious violation of their basic rights due to a terrorist act carried out by unknown persons, who acted under political motivations.
