Case summary
Julio Hadad Riquelme, a 47-year-old merchant and leader of the Partido Comunista, was executed in Lautaro by state agents on September 27, 1973. Although the official version justified his death as an alleged escape attempt, the Rettig Report determined that it was an extrajudicial execution, classifying him as a victim of human rights violations.

In the city of Lautaro, the following individuals were executed on September 27, 1973:
-Aníbal BURGOS SEPULVEDA, Head of Personnel at the Banco del Estado in Lautaro and a member of the Partido Comunista;
-Julio HADAD RIQUELME, 47 years old, merchant and leader of the Partido Comunista.
The event was reported to the public through Bando No. 52 issued by the Chief of the State of Siege Zone of Cautín Province, which states: "...on September 26, 1973, citizens Aníbal Burgos González (sic) and Julio Haddad Riquelme were detained by personnel from the La Concepción Regiment of Lautaro and Carabineros, as they were implicated in the implementation of 'Plan Z' in Lautaro and in collusion with the former governor of that Department, Fernando Teillier, to proceed with the elimination of the military and Carabineros chiefs of the locality. 2.
That on September 27, 1973, while searching for the fugitive Fernando Teillier, said individuals attempted to attack the sentries guarding them in order to escape toward the hills. The aggression was repelled by the military patrol and they were killed."
The bodies of both men were delivered to their families in sealed coffins.
Once again, as in other cases of alleged escape, the version provided by the authority is not acceptable, as it is highly improbable that detained and unarmed civilians would attempt to attack sentries who were transporting them under heavy guard; likewise, it does not seem justifiable that the only way to subdue them, in the face of the alleged aggression, was to cause their deaths.
This Commission is convinced that Julio Hadad and Aníbal Burgos were executed outside of any legal process by State agents and are victims of human rights violations.
