According to information provided by witnesses, Mauricio Ortiz was struck by a bullet while playing in a park near his home, in the Población Chile, at a time when a confrontation between Carabineros officers and civilians was taking place nearby.
Despite being unable to determine the precise circumstances of his death, the Superior Council, considering the cause and the period in which it occurred, declared Raúl Mauricio Ortiz Valenzuela a victim of the prevailing political violence.
