On October 11, 1973, Raúl Fernando SANTIS URRIOLA, 26 years old, a mechanic and member of the Partido Socialista, died.
Six days earlier, he was arrested on a public street by Carabineros officers and taken to the police station located at the corner of Calle San Francisco and Calle Cóndor. During curfew hours, he was removed from that facility by carabineros and Ejército personnel and taken, along with other detainees, to the banks of the Mapocho River near the Pío Nono bridge.
At this location, they were ordered to run and were immediately fired upon.
Raúl Santis remained alive and managed to contact his relatives, who went to find him. They took him to the Hospital José Joaquín Aguirre, where the bullets were removed. Afterward, they took him to his home. While at home, his health deteriorated, and he was rushed to the Clínica Melej. He died there on October 11, 1973, as a result of gunshot wounds and pneumonia.
This Commission, having verified the facts referred to above, has reached the conviction that the death of Raúl Santis occurred as a consequence of the attempted execution to which he was subjected by State agents, this act constituting a grave violation of human rights.
