Raúl Dalton Concha Callejas died that day at 17:00 hours, at the Policía de Investigaciones station in Copiapó, due to asphyxia by hanging, according to the Death Certificate. The Autopsy Protocol specified that signs of injuries caused by third parties had been found on the body, specifically on the lower extremities, genitals, and teeth.
According to the testimony of Raúl Concha’s partner, both were detained in the early hours of July 17, 1986, at their home located in Copiapó, by three officers from the Policía de Investigaciones.
They were then taken to the police station, where they were interrogated under beatings and the application of electricity. They were accused of committing a robbery. She was released around 23:00 hours that same day.
Two days later, Raúl Concha’s mother was informed at the police station that he had hanged himself in his cell.
In the investigation initiated to establish the circumstances of his death, the addendum to the Autopsy Report concluded that the habitual impression left in cases of suicide by hanging was not found on his neck. It also confirmed the injuries detected on the different parts of the body observed in the original Autopsy Protocol.
The judicial investigation was subsequently dismissed, as the officer from the Policía de Investigaciones could not be located to be notified of the indictment issued against him as the perpetrator of the crime of illegal extension of Raúl Concha’s detention.
Considering the evidence gathered and the investigation carried out by this Corporation, the Superior Council reached the conviction that the death of Raúl Dalton Concha Callejas was the result of the torture and illegitimate duress to which he was subjected by State agents during his detention. For this reason, it declared him a victim of human rights violations.
