On September 19, 1973, the following individuals were executed on the bridge over the Pilmaiquén River by carabineros belonging to the Rahue Police Station in Osorno:
Raúl SANTANA ALARCON, 29 years old, assistant at the Universidad de Chile, Osorno campus; neighborhood leader, President of the Committee of Homeless Residents, and militant of the Partido Socialista.
José Mateo VIDAL PANGUILEF, 26 years old, laborer, socialist militant.
On September 16, 1973, a radio broadcast issued an order for both men to present themselves to the new authorities. The following day, hours after their homes were raided, they decided to turn themselves in and, accompanied by Santana's spouse, went to the home of an officer from the Third Police Station of Rahue, Osorno.
The officer left them at his home on Calle Manuel Rodríguez, in the city of Osorno. From there, they were transferred to the Third Police Station of Rahue, where they were seen by witnesses between September 17 and September 19, 1973.
On the 19th, they were taken from the police unit and driven to the bridge over the Pilmaiquén River, where they were killed by gunfire from carabineros after being forced to run. The bodies of Santana and Vidal were found in the month of January 1974 in the Pilmaiquén River.
The Commission reached the conviction that José Vidal and Raúl Santana were executed outside of all legality by State agents, constituting a grave violation of their fundamental rights. This conviction is based on the following:
– That the arrest of the victims and their presence at the aforementioned police station is sufficiently proven;
– That there are witnesses and other evidence regarding the execution of both men;
– That their bodies appeared in the Pilmaiquén River months later, with Santana's death certificate indicating the date of death as "September 1973."
