On September 23, Ramón Osvaldo JARA ESPINOZA, 23 years old, a plumber, was killed.
The victim was arrested at his home in the Roosevelt neighborhood of the Conchalí commune by military personnel, Carabineros, and Investigaciones agents, as a result of raids being carried out in that neighborhood, and was taken to the Carabineros police station.
His body appeared on a public thoroughfare at the Bulnes bridge with multiple gunshot wounds. He was sent to the Legal Medical Institute, where he was identified by his family members.
According to the autopsy report, the cause of death was a "complicated craniocerebral gunshot wound with projectile exit," with the date of death being the same as that of his arrest.
Having verified the victim's arrest and his detention in a police unit; that his body was found on a public thoroughfare; that the autopsy report indicates the cause of death was a gunshot wound; and that this occurred on the same day as his arrest; the Commission has reached the conviction that Ramón Osvaldo Jara Espinoza was executed and was a victim of a grave violation of human rights, as a result of the actions of armed State agents while he remained in their custody as a detainee.
