Case summary

Ramón Donato Navia Martínez, a member of the Partido Comunista, died that day—the time is not recorded—on a public street due to hemorrhage and acute anemia caused by a gunshot wound to the right hemithorax, as certified by his Death Certificate.
According to the statements of his family members, Ramón Navia, Provincial President of the Construction Union of Valparaíso, was arrested the previous day at his home, along with a neighbor, by personnel from the Armada. Both were taken to the El Belloto Naval Air Base.
According to the statement provided by a surviving witness, while in the detention facility, he was able to hear Ramón Navia screaming as he was beaten during the interrogation to which he was being subjected.
Hours later, he was able to see him on a stretcher in very poor physical condition. At the time of his release, the surviving witness was informed by his captors that Ramón Navia had died in a confrontation.
After several days of searching, his family members found his body at the Viña del Mar Morgue. When they identified the body, they confirmed that it showed signs of beatings and a gunshot wound.
The Autopsy Protocol notes that the body was delivered by the Armada.
Considering the evidence gathered and the investigation conducted, the Superior Council reached the conviction that Ramón Donato Navia Martínez was executed by State agents outside of any legal process while being held in detention. For this reason, he was declared a victim of human rights violations.
