Pedro Nolasco Morales Ruiz was detained that day near his home located on Calle Brown Sur, in the commune of Macul, by Carabineros officers belonging to the Chacarillas station, who were traveling in a private vehicle. He has been forcibly disappeared ever since.
Eyewitnesses saw the carabineros holding Pedro Morales with his hands raised against a wall on the street, near his home, before taking him into custody.
The previous day, Pedro Morales's brother had been detained by the same police officers, who took him to their police station to interrogate him under duress regarding Pedro's whereabouts. On that occasion, they told him that "when they caught him, they would never see him again." On the same day that Pedro Morales was detained, his brother was released without charges.
His family members went to the police station on repeated occasions, but the detention was always denied to them. They searched for him in other detention centers, as well as hospitals and the Instituto Médico Legal, without obtaining positive results.
According to the statement made by his brother, Pedro Morales had a criminal record and had been detained several times; days before his disappearance, he had a violent dispute with his partner, which came to the attention of the uniformed captors.
Considering the evidence gathered and the investigation carried out by this Corporation, the Superior Council reached the conviction that Pedro Nolasco Morales Ruiz disappeared while he was deprived of his liberty by State agents. For this reason, it declared him a victim of human rights violations.
