On September 13, 1973, Pedro Abraham MORALES RETAMAL, 44 years old, an agricultural worker at the Fundo Peteroa, died. He was a peasant leader and a supporter of the Unidad Popular.
He was found dead on the public road between the town of Sagrada Familia and the Fundo Peteroa. Morales had been at a friend's house, which he left during curfew hours. Apparently, he did not heed a halt order given by a military patrol guarding public order, upon which they shot him.
The time of death indicated on the burial authorization is 02:00 in the morning on September 13, 1973. There was no official version of the events.
This Commission, considering especially the day and time of the death and the characteristics of the shots, concludes that the death of Morales Retamal was presumably carried out by State agents who were guarding public order.
If it was a violation of the curfew, this could have reasonably been suppressed through the detention of the individual, who was unarmed and on foot, leading to the conviction that the agents made excessive use of force.
