On September 18, 1973, at 15:00 hours, Humberto PICARTE PATIÑO, 30 years old, was arrested at his home in San Joaquín by members of the Carabineros.
His body was found by his mother at the Legal Medical Institute; it had been sent there by the Vicuña Mackenna police station. The death certificate states the cause of death as: "thoracic-pulmonary gunshot wounds" and the date as: September 18, 1973, 15:00 hours, San Joaquín.
Given that his arrest by police officers and his death by gunshot wounds have been verified, this Commission has formed the conviction that Humberto Picarte Patiño was executed by State agents who violated his right to life.
