Case summary
Sergio Palacios Ramos was a Carabineros non-commissioned officer and DINA agent who was part of the command staff at the Londres 38 detention center as a member of the "Agrupación Águila." In his duties, he was responsible for issuing investigation orders to locate and surveil individuals, actions for which he was legally linked to the aggravated kidnapping of María Angélica Andreoli in the so-called "Caso Colombo."

Case File 2.182-98: “Colombo Case” Episode, aggravated kidnapping of María Angélica Andreoli Bravo e.- Statements by co-defendant Claudio Orlando Orellana de la Pinta , who, in the relevant part of his inquiry, maintained that he was assigned to the Águila group, composed of Carabineros; he was later assigned to Londres 38 , and regarding the officers there, he recalls Ciro Torré and Lawrence, who was his superior; his alias was Freddy Rojas; the first time he went there was in January 1974.
Lawrence’s office was on the second floor, where he was with Sergio Palacios Ramos , who was his general staff, who would provide them with instructions via "ocones," which were like investigative orders; these could be to locate individuals, or workplaces, or people's home addresses, and one had to act in pairs; his partner was José Ojeda Obando ;
