Finally, on September 11 in the city of Antofagasta, two Carabineros died:
Osvaldo Mario MUÑOZ CARRASCO, 53 years of age, Major of Carabineros and Commissioner of the 4th Commissariat of that city; and
José Hector DAVILA RODRIGUEZ, 38 years of age, Captain and Sub-commissioner of the same unit.
On that day, both police officers were taken prisoner by a Carabinero assigned to that police unit, who was on duty and was a sympathizer of the Partido Socialista. For this reason, he opposed the military uprising and fired upon his superiors with his service weapon.
The evidence gathered allows for the conclusion that the officers were killed by a Carabinero who held them prisoner at his mercy.
Therefore, this Commission has formed the conviction that Major Osvaldo Muñoz and Captain José Dávila were victims of human rights violations.
