On September 8, 1983, during the Fifth National Day of Protest, nine deaths occurred:
Oscar Julio RAMIREZ GONZALEZ, 23 years old, worked as a bookbinder at a printing shop. He died from a gunshot wound that pierced his thorax while participating in protest demonstrations in the Población Juan Antonio Ríos (Santiago).
Statements by Carabineros in the respective judicial proceedings acknowledge the presence at the scene of vans, buses, and pickets of personnel from their institution, but deny having used their firearms.
Nevertheless, based on multiple, credible, and consistent testimonies, this Commission is convinced that State agents, presumably belonging to Carabineros, used their service weapons and exceeded the use of force, thereby violating the right to life of Oscar Julio Ramírez.
