Case summary
Óscar Eugenio Tapia Leyton was a 20-year-old street market vendor and member of the Communist Party who was a victim of political violence on June 10, 1984, in Santiago. On June 10, 1984, according to records held by this Commission, at the corner of Balmaceda and Almirante Barroso, personnel from Investigaciones observed Arnoldo FLORES ECHEVERRIA and Oscar TAPIA LEYTON, members of the PC, acting in a suspicious manner. Upon realizing they were being followed, they fled, subsequently falling wounded by the agents.
The Commission has reached the conviction that Arnoldo Flores and Oscar Tapia are victims of political violence.
