Oscar Eduardo Marchant Céspedes died that day at 1:55 a.m. at the Asistencia Pública in Viña del Mar, due to a gunshot wound to the left thigh, resulting in the severing of major blood vessels and acute anemia caused by hemorrhage, as recorded in the Medical Death Certificate from the Legal Medical Institute.
According to witnesses, Oscar Marchant was at the home of acquaintances the previous night. Despite the curfew in effect, he went out into the street along with other people. According to the statement of one of them, a siren was heard and the victim fled up the stairs at the end of Calle 15 Norte.
Subsequently, members of a naval patrol shouted a command to halt and opened fire. Oscar Marchant was wounded in the leg. The family was informed that he was dragged down the stairs and then remained lying on the ground for about ten minutes; he was later taken to the Carabineros police station on Calle 4 Norte, from where he was sent to the Asistencia Pública, where he passed away hours later.
Considering the evidence gathered and the investigation conducted, the Superior Council, taking into account the day and time of his death, declared Oscar Eduardo Marchant Céspedes a victim of the political violence prevailing at the time of his death.
