Case summary
Fernando Alberto Orosteguis Saavedra was an agent of the Central Nacional de Informaciones (CNI) recruited in 1980, who operated under the alias "Orlando Acevedo Ramírez" in units such as the Brigada Verde and the Cuartel Borgoño. His work consisted of intelligence and repression tasks against opposition groups, facts for which he has faced judicial proceedings related to illegitimate coercion committed during the military dictatorship.

50.- Testimony of Fernando Alberto Orosteguis Saavedra, on page 942, who stated that in mid-1980 he was working in the PEM when he was recruited by Army personnel under the command of a Sergeant to work for the CNI, specifically in the Brigada Rengo which was located on Calle República.
He also went to Rocas de Santo Domingo to undergo an instruction course that lasted ten days. His operational name was "Orlando Acevedo Ramírez," but he was called "la vieja chica." At the beginning of 1985, he was assigned to the Cuartel Borgoño and assigned to the Brigada Verde, which was in charge of investigating the FPMR.
There, he joined the "Cuarzo 13" team, whose leader and driver was "el costilla," Fernando Burgos Díaz; the other member was "el jote," Roberto Rodríguez Manquel. The head of the Brigada Verde was Captain Lira, but shortly thereafter Captain Téllez took charge.
The second in command was Luis Sanhueza Ross, whose operational name was "Ramiro Droguett," alias "el huiro." The General Staff of the Brigade was composed of "el viejo Charly" and "el viejo Yiyo." He asserted that he did not participate directly in any operation, with the exception of going to Los Morros to provide assistance in an action where one FPMR member died and another was wounded.
He was also in Viña del Mar to provide security for the house of an FPMR member who escaped from the Clínica Indisa. He said that the detainees were downstairs in the dungeons and the guard was in charge of them. He has no knowledge of detainees having arrived from the regions.

Case File 2182-98: Enzo Muñoz episode t.- Declaration of Fernando Alberto Orosteguis Saavedra on page 962; who ratifies his police statement in which he states that the Brigada Verde consisted of countering actions of any kind carried out by the FPMR, as well as investigations, surveillance, raids, and arrests of persons linked to the FPMR, with the aim of neutralizing, dismantling, and destabilizing the group.
The Brigada Verde was composed of around 10 work groups, each made up of three or four agents, all members of the different branches of the armed forces. He adds that at the time he joined the Brigade, the head was an Army Captain nicknamed "Lira," with the Army Captain surnamed "Téllez" subsequently taking charge, and the commander of the unit being Army Major Álvaro Corbalán Castilla.
Regarding orders, these proceeded from the Commander of the Unit to the head of the Brigades, where the latter subsequently issued instructions to the team leaders.
