Orlando Gregorio Palma Navarrete died that day at 15:25 hours at the Barros Luco Hospital due to a cervical gunshot wound with no exit trajectory, resulting in craniocerebral trauma, as recorded in the Medical Death Certificate from the Legal Medical Institute.
According to witness statements, on December 19, 1973, at approximately 19:00 hours, Orlando Palma was in the company of some friends, listening to the radio outside his home in the José María Caro neighborhood.
Under these circumstances, an informant and collaborator of the Carabineros arrived at the scene. According to neighbors, this individual was the son of an officer from the 21st Precinct and had participated in several raids in the neighborhood, where he was responsible for identifying individuals with criminal records.
This person threatened Orlando Palma, telling him he did not want to see him there, pushed him, and shot him with his firearm, striking him in the head, before fleeing the scene. The wounded man was taken to the Barros Luco Hospital, where he passed away two days later.
Hours later, two of Orlando Palma's brothers were arrested by carabineros, accused of having assaulted the perpetrator. However, once they were brought before the corresponding court, they were released due to a lack of evidence.
Considering the background information gathered by this Corporation, the Superior Council reached the conviction that the death of Orlando Gregorio Palma Navarrete was the result of an abuse of power committed by an agent of the State, protected by the authority that ensured his impunity; consequently, it declared him a victim of human rights violations.
