Nibaldo Manuel RODRIGUEZ HERRERA, 14 years of age, a student, was struck in the head by a bullet on the night of September 4 while he was at the corner of Los Morros and Claudio Arrau streets (Santiago).
He died as a result of craniocerebral facial trauma caused by a bullet. Based on witness statements, combined with a ballistic report that demonstrated the bullet came from an UZI automatic pistol such as those present at a nearby police station, it can be presumed that Carabineros personnel used their firearms while conducting patrol operations.
The Commission, based on the evidence analyzed, presumes that state agents used excessive force, violating the right to life of Nibaldo Manuel Rodríguez.
