On September 21, 1974, the spouses Lumi VIDELA MOYA and Sergio PEREZ MOLINA, both militants of the MIR, were detained by DINA agents in Santiago. Numerous witnesses reported their presence at the José Domingo Cañas facility.

On November 3, Lumi Videla died during a torture session to which she was being subjected at the José Domingo Cañas facility. According to the autopsy report, the precise cause of death was asphyxiation resulting from the obstruction of her mouth and nose while her body was in a prone position. Sergio Pérez was forcibly disappeared from that same facility.

On November 4, 1974, Lumi Videla's body was found on the inner side of a garden wall at the Italian embassy, in the commune of Providencia. The press at the time reported that she had been a victim of those seeking asylum within the embassy, in the context of an orgy. The embassy, for its part, denied that Lumi VIDELA had been seeking asylum on the premises.

The Commission reached the conviction that Sergio Pérez was forcibly disappeared by the actions of DINA agents, and that Lumi Videla died as a result of the torture inflicted upon her by agents of the same organization, in violation of the human rights of both.
