On November 12, 1973, Archibaldo MORALES VILLANUEVA, 43 years old, announcer for Radio Manuel Rodríguez and owner of the newspaper El Guerrillero, and a former militant of the Partido Comunista, died.
He was arrested in Santiago by personnel from Investigaciones and transferred to San Fernando, where he was interrogated at the barracks of that same Service. Subsequently, he was sent to the San Fernando prison, held incommunicado for forty-three days. Three days after the incommunicado order was lifted, the victim passed away.
Taking into account the following evidence: that the victim enjoyed good health prior to his arrest; that he remained detained and incommunicado for a long period; that he was regularly subjected to torture, duress, and mistreatment according to the accounts of credible witnesses; and that he died while in the hands of his captors.
This Commission has formed the conviction that Archibaldo Morales died as a result of the torture received at the hands of State agents, a victim of a grave violation of his human rights.
