On June 21, 1979, Nicomedes INOSTROZA MOLINA, 42 years old, a 1st Sergeant of the Carabineros assigned to the 11th Precinct of Santiago, was killed.

At approximately 08:00 in the morning, in the vicinity of the Lo Valledor Slaughterhouse in Santiago, Sergeant Inostroza, who was in charge of Carabineros van Z 757, and his partner attempted to stop a pickup truck occupied by members of the Movimiento de Izquierda Revolucionaria (MIR) that appeared suspicious to them.

The vehicle fled, initiating a pursuit. The suspects abandoned the truck, and the police officers followed them on foot. Both the pursued individuals and the carabineros fired their weapons. Sergeant Inostroza was killed in the incident due to a "thoracic-pulmonary and aortic gunshot wound, with no exit wound," fired by members of the MIR.

Based on the evidence gathered, it is concluded that: the victim was performing duties inherent to his institution when, in the course of fulfilling them, he began to pursue the suspicious subjects; and that during said pursuit, the victim was killed by shots fired by MIR militants.

This Commission has reached the conviction that 1st Sergeant Nicomedes Inostroza died as a consequence of a human rights violation committed by members of the MIR.
