On September 4 and September 5, 1986, various collective anti-government demonstrations took place. In that context, two people met their deaths:

Eduardo Germán VIELMA LUENGO, 24 years old, a laborer, died on the night of September 4 due to "right pulmonary trauma caused by a bullet."

All the evidence gathered points to the intervention of Carabineros using firearms. The Commission could not obtain clarity regarding the existence or magnitude of street disturbances. However, based on the various testimonies and the nature of the death by gunshot wound, this Commission presumes that Eduardo Vielma was a victim of a human rights violation committed by State agents who used excessive force.

Miguel Angel HERNANDEZ ALBORNOZ, 17 years old, was on the corner of 7 Oriente and 6 Sur streets (Santiago) on the afternoon of September 4 when he was struck by a bullet. He passed away the following day.

Various testimonies indicate that unidentified individuals fired firearms from a private vehicle. These facts, and the context in which the events occurred, lead this Commission to the conviction that Miguel Angel Hernández was a victim of a human rights violation committed by private individuals acting under a political pretext.
