María Loreto Castillo Muñoz died that day at 7:10 hours, at the intersection of Costanera Sur and Santos Medel streets in the commune of Pudahuel, due to multiple visceral and skeletal injuries, as recorded in the Medical Death Certificate from the Legal Medical Institute. The Autopsy Protocol specified that these injuries were consistent with the detonation of an explosive device.
Jorge Eduardo Muñoz Navarro died on the indicated day, at 1:40 hours, at the intersection of Jorge Hirmas and Nicanor Fajardo streets in the commune of Renca, due to gunshot wounds to the thorax, thoracic-cervical region, face, and cervico-cranioencephalic region, as recorded in the Medical Death Certificate from the Legal Medical Institute.
According to the records of the judicial process, instructed by a Visiting Magistrate to establish the circumstances of their deaths, María Loreto Castillo and her partner, a militant of the Movimiento de Izquierda Revolucionaria (MIR), were detained on May 16, 1984, around 22:30 hours, while walking near their home, by armed civilians wearing armbands; and Jorge Muñoz, also a militant of the MIR, was detained that same day, on a public street, by unknown civilians.
Witnesses declared in that investigation that, a few hours earlier, the partner of María Loreto Castillo and Jorge Muñoz had participated in a political meeting of their organization and that upon leaving it, they were followed by unknown civilians.
According to what was recounted by the partner of María Loreto Castillo, both were transported blindfolded to an unknown facility. In this place, they were interrogated under torture regarding their political activities. The witness stated that in the secret facility, he managed to see Jorge Muñoz in detention.
During the night of May 17, María Loreto Castillo and her partner were placed in a vehicle and taken to a hill, where the captors beat the latter until he lost consciousness.
Subsequently, at 5:45 hours on May 18—the time at which various witnesses heard the explosion—María Loreto died in an explosion at the base of a high-voltage tower in the commune of Pudahuel.
A few hours later, her partner awoke at the base of a high-voltage tower located near Cerro San Cristóbal. Near him was an unexploded charge of dynamite. He walked to the intersection of Vitacura and Américo Vespucio, where he was picked up by a Carabineros patrol and taken to the emergency service of the Hospital del Salvador.
Regarding Jorge Muñoz, he died in the early hours of May 17, due to gunshot wounds, at the base of a high-voltage tower located in the commune of Renca. According to the official version provided by the Central Nacional de Informaciones, his death occurred during an armed confrontation with agents of that organization, when he was surprised placing an explosive device on the tower.
The judicial investigation, in which the investigations into the deaths of María Loreto Castillo and Jorge Eduardo Muñoz were consolidated, was temporarily dismissed in October 1984, on the grounds that the perpetration of a crime had not been established.
Considering the background information gathered and the investigation carried out by this Corporation, the Superior Council reached the conviction that María Loreto Castillo Muñoz and Jorge Eduardo Muñoz Navarro were detained and executed by State agents outside of any legal process. For this reason, it declared them victims of human rights violations.
