On October 6, 1973, in a neighborhood in Talca, María Lidia ANDRADE ANDRADE, 36 years of age and mother of fourteen children ranging from 18 years to seven months old, died.
She died while changing her youngest daughter inside her home, as a result of shots fired from the street by Ejército personnel, who used their weapons to stop some youths who were fleeing without offering resistance. The same bullet grazed her daughter's head, causing her a chronic motor impairment.
This Commission has formed the conviction that María Lidia Andrade died as a victim of the actions of State agents who made excessive and reckless use of their weapons.
