On October 1st, three minors were executed after being detained by a military patrol at an establishment where they were playing "taca taca" (foosball). The minors were:
Miguel Angel RIOS TRASLAVIÑA, 16 years old, student,
Rogelio Gustavo RAMIREZ AMESTICA, 18 years old, student, and
Marcos Orlando RIOS BUSTOS, 15 years old, student.
The young men were taken from that location out into the street, in the presence of neighbors from the area. Multiple testimonies indicate that they were severely beaten by the uniformed personnel and forced to run, with two of them being riddled with bullets. The third continued running until reaching the Iquique bridge, where he was killed by another military patrol guarding that location.
Despite this being a public and notorious event, witnessed by a large portion of the neighborhood, there was no official explanation regarding the events.
The autopsies performed on the bodies indicate that they presented multiple gunshot wounds: 12 in the case of Rogelio Ramírez and 18 in the case of Miguel Ríos Traslaviña. There were 3 bullet impacts on the body of Marcos Ríos.
Having reliably established the circumstances and causes of the deaths, as well as the prior detention suffered by the victims, the Commission formed the conviction that the minors Miguel Angel Ríos, Rogelio Gustavo Ramírez, and Marcos Orlando Ríos were executed, and that this constituted a grave violation of human rights, attributable to the actions of State agents.
