Marcelo Rudecindo Parra Benítez died that day at 3:45 hours, at the Naval Hospital of Talcahuano, due to a craniocerebral gunshot wound, as stated in the Medical Death Certificate from the Legal Medical Institute.
According to the statements of eyewitnesses, in the early hours of April 17, a group of vessels was carrying out *pelillo* seaweed extraction work in the vicinity of Isla Quiriquina, in Talcahuano; Marcelo Parra and a friend were in one of them.
Around 1:30 hours, the fishermen were warned by Armada personnel stationed on the island and ordered to withdraw. As the vessels began to leave the area, and because some had fallen behind, an Armada boat approached the group and a sailor inside fired shots, one of which struck Marcelo Parra.
Considering the evidence gathered and the investigation carried out by this Corporation, the Superior Council declared Marcelo Rudecindo Parra Benítez a victim of human rights violations by agents of the State, who made reckless use of force.
