Case summary

On January 19, 1985, brothers David and Marcelo MIÑO LOGAN, aged 31 and 29 respectively, both militants of the MIR, died.
According to press reports, at 14:30 hours that day, when security personnel prepared to raid the property rented by the Miño brothers at the corner of Avenida Valparaíso and Yungay in Quillota, they were repelled by the brothers, resulting in a confrontation in which both extremists were killed.
A witness, however, reported that a large contingent surrounded the Miño brothers' house and began firing at it, as a result of which one of the occupants died and the other, while attempting to surrender, was executed. Evidence in the possession of the Commission indicates that there was no opposition from the victims.
The Commission, considering the evidence gathered, has reached the conviction that the Miño brothers were executed by agents of the CNI, in violation of their human rights.
