Manuel Urbano Torres Muñoz died that day at 16:45 hours, at the Barros Luco Hospital, due to a craniocerebral gunshot wound with no exit wound, as stated in the Death Certificate.
According to eyewitnesses, in the early hours of August 8, 1976, Manuel Torres was attending a party at a private home located in the José María Caro neighborhood, which was also attended by a Corporal of the Army. During the night, a dispute arose among those present, and the uniformed officer was expelled from the premises.
At the end of the party, Manuel Torres was attacked by the Corporal, who shot him in the head. He was taken by his friends to the Barros Luco Hospital, where he passed away days later.
Considering the information gathered by this Corporation, the Superior Council reached the conviction that the death of Manuel Urbano Torres Muñoz was due to an abuse of power committed by an agent of the State, who acted outside the scope of his duties and without having received legal sanction, an act that constitutes a violation of human rights.
