On December 28, 1983, Francisco Javier PEREZ BRITO, 27 years old, a Carabineros officer serving as a courier for the 21st Precinct of Estación Central, was killed.
On the day in question, the victim was on his way to deliver correspondence to the Santiago Occidente Prefecture. Upon stepping off the bus that was transporting him, at the corner of Teniente Cruz and General Bonilla streets, he was attacked by surprise by two individuals.
They shot him in the back, leaving him seriously wounded; they then stole his service weapon and fled the scene. The victim passed away at the institution's hospital.
Fifteen hours later, Manuel Jesús VALENZUELA LOYOLA, 45 years old, a 2nd Sergeant of Carabineros assigned to the 3rd Precinct of Santiago, was also murdered in the Santiago Commune.
While Sergeant Valenzuela, accompanied by another officer from the institution, was performing surveillance duties in the Carabineros housing complex located on Herrera street, between Rosas and Santo Domingo, he was the victim of an armed assault perpetrated by unidentified individuals.
Although he managed to repel the attack, the non-commissioned officer was seriously wounded, passing away in the early hours of the following day at the institutional hospital. His partner on duty was also wounded in the incident. Two months earlier, another Carabineros officer had been killed in this same location.
The autopsy report performed on Carabineros officer Pérez Brito concludes that the cause of death was thoraco-abdominal trauma caused by bullets. The protocol performed on Valenzuela Loyola presents the same result.
Considering that both uniformed officers were performing their service duties, and that in both incidents the perpetrators acted with the advantage of surprise and without risk to themselves, this Commission has formed the conviction that Carabineros officer Francisco Javier Pérez and 2nd Sergeant of Carabineros Manuel Jesús Valenzuela were killed by private individuals who, acting under political pretexts, violated their human rights.
