Manuel Jesús Mieres Toro was arrested that day in Chillán by a Carabineros sergeant and a group of plainclothes officers from the aforementioned institution while he was in front of the city's hospital. He was forced into a white pickup truck and taken to the España police station in Chillán, where all trace of him was lost. The arrest was witnessed by neighbors of Manuel Mieres.
One of his relatives went to the police station, where they were informed that the detainee was not there. However, upon leaving through the back of the España station, adjacent to the wall of the holding cells, the relative called out to Manuel Mieres, who responded.
At that moment, a Carabineros officer emerged and ordered the relative to leave, under threat. This was the last news heard of him before his disappearance.
According to statements made by family members, Manuel Mieres had been previously arrested by Carabineros in Chillán shortly after September 11, 1973. On that occasion, he was severely beaten. After his final arrest and disappearance, a brother was detained and threatened with suffering the same fate.
Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council reached the conviction that Manuel Jesús Mieres Toro was arrested by State agents and disappeared while being held in that capacity. For this reason, it declared him a victim of human rights violations.
