On November 13, 1985, Manuel GONZALEZ GONZALEZ, 34 years old, a 1st Corporal of the Carabineros who was assigned to the Central Nacional de Informaciones (CNI) of Valparaíso in his capacity as an explosives expert, died.
On the aforementioned day, the victim was performing surveillance duties near midnight in the Reñaca Alto sector (Viña del Mar). Under those circumstances, unidentified individuals threw explosive devices at the vehicle in which he was traveling.
As a result, he died while being treated at the Naval Hospital of Valparaíso. On the same day, a series of other detonations occurred in the city, causing public alarm.
Considering that the victim was performing the duties inherent to his position, insofar as he was controlling public order in the sector where the events took place, and that a series of other explosive attacks occurred that same day, this Commission formed the conviction that 1st Corporal Manuel González was a victim of a violation of his fundamental rights, committed by private individuals acting under political pretexts.
