Manuel Félix Cruz Ortiz died that day at 18:00 hours, at the Second Carabineros Precinct of Coquimbo, due to asphyxia by hanging, with multiple abrasions and contusions recorded as a pathological condition that contributed to his death, as certified by the Medical Death Certificate from the Legal Medical Institute.
According to witness statements, Manuel Cruz was detained around noon on April 28, while in a state of intoxication, upon leaving the Coquimbo Hospital, where he had been treated for a minor injury.
His captors transported him to the Second Carabineros Precinct, where he died of asphyxia after being beaten, which caused multiple contusions on his body. At the police facility, they informed his family that he had hanged himself with his shirt. However, witnesses noted that upon identifying the body, it showed a broken ankle and ecchymosis on various parts of the body.
Considering the evidence gathered by this Corporation, the Superior Council reached the conviction that the death of Manuel Félix Cruz Ortiz was due to the beatings and mistreatment received during his detention by State agents. For this reason, it declared him a victim of human rights violations.
