Manuel Antonio Leiva Muñoz died that day at 21:00 hours, on a public thoroughfare, due to three complicated thoracic gunshot wounds, as recorded in the Medical Death Certificate from the Legal Medical Institute.
According to statements from his family members, Manuel Leiva was detained on the morning of September 20 at his home in the La Bandera neighborhood, following a military operation carried out by personnel from the Ejército, Fuerza Aérea, and Carabineros, with the objective of detaining those who were not carrying identity documents or who had political or police records.
Surviving witnesses indicated that some of the detainees were taken to a Carabineros police station located at Paradero 35 of Santa Rosa, and others to the El Bosque Air Base and the Estadio Nacional.
His body was found on a public thoroughfare and sent to the Legal Medical Institute as a "John Doe" (NN), being subsequently identified by the Identification Cabinet and by his spouse.
Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council reached the conviction that Manuel Antonio Leiva Muñoz was extrajudicially executed by State agents while in detention, an act constituting a human rights violation.
