MUÑOZ LAZO, LUIS MIGUEL: 23 years old, single, electronics technician, died on September 20, 1987, in Valparaíso.

Enrique Jorge Gutiérrez Núñez died that day at 2:50 a.m. in Valparaíso due to a complicated thoracic gunshot wound, according to the Medical Death Certificate from the Legal Medical Institute. The Autopsy Protocol adds that he sustained four gunshot wounds.

Luis Miguel Muñoz Lazo died that same day at 4:25 a.m. in a hospital in the commune of Valparaíso due to a complicated thoracic gunshot wound, according to the Medical Death Certificate from the Legal Medical Institute.

According to eyewitness statements, on September 20, 1987, Enrique Gutiérrez and some friends were observing the *ramadas* (festive booths) set up for the national holidays in Quilpué. Inside, there was a group of carabineros from the Civil Commission belonging to the Second Police Station of Quilpué.

Under these circumstances, one of the officers attempted to arrest Enrique Gutiérrez, sparking an incident. The officers beat him and used their firearms, wounding him fatally.

Luis Muñoz was at the scene, and upon approaching to observe what was happening, he also received a gunshot wound fired by the same officers from inside the taxi in which they were transporting the first victim; these shots were directed toward the crowd, which reacted violently to the events.

The facts were investigated by the Juzgado de Letras of Quilpué and the Military Prosecutor's Office of Valparaíso, with jurisdiction ultimately falling to the Military Justice system. In November 1991, the Military Judge charged the Carabineros officers as co-perpetrators of the crime of homicide against Enrique Jorge Gutiérrez Núñez and the quasi-delict of homicide against Luis Miguel Muñoz Lazo.

Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council declared Enrique Jorge Gutiérrez Núñez and Luis Miguel Muñoz Lazo to be victims of human rights violations by State agents who made irrational use of force.
