Luis Humberto Serey Abarca died that day at 1:40 hours, at the Carabineros Hospital, due to abdominal-pelvic trauma caused by bullets, as certified by the Medical Death Certificate from the Legal Medical Institute.

Luis Humberto Serey, who at the time was serving in the Civil Commission of the Carabineros of Limache, was participating on October 28, 1986, along with other uniformed officers, in a police procedure related to common crimes.

The police officers detained a suspect and, as they were preparing to transport him to the respective unit, they were attacked with firearms by an individual with the intent of rescuing the detainee. The shots fired wounded four of the uniformed officers, among whom was Serey Abarca.

Seriously wounded, he was transported to the Carabineros Hospital in Santiago, where he passed away days later.

The person who attacked the officers was detained, and it was confirmed that he and the other individual, who managed to flee, belonged to the Movement of the Revolutionary Left (MIR).

Considering the gathered evidence, the Superior Council reached the conviction that Luis Humberto Serey Abarca was a victim of a human rights violation committed by a private individual for political motives.
