On February 11, 1986, Luis Hernán RIVAL VALDES, 41 years old, a 2nd Sergeant of the Carabineros assigned to the Special Forces Prefecture, passed away.
On the 5th of that month, at approximately 08:00 hours, at the intersection of Eyzaguirre and Santa Rosa streets in the commune of Santiago, the institutional bus transporting him was the target of an explosive attack. As a result, the victim suffered craniocerebral and cervical trauma that caused his death.
Sixteen other police officers were wounded in the incident.
The evidence examined allows for the following conclusions:
An action such as the one described can only be understood as an attempt to create public commotion;
Its characteristics allow for the assertion that it was carried out by individuals who consider violence a means to achieve political objectives; and
The affected police officers were completely defenseless against an act of this nature, and the perpetrators acted with total security.
Based on this evidence, the Commission is convinced that 2nd Sergeant Luis Rival was a victim of a violation of his fundamental rights, committed by private individuals acting under political pretexts.
