On April 23, 1979, Luis CAREVIC CUBILLOS, 26 years old, an Army Lieutenant and official of the Central Nacional de Informaciones (CNI), died.
On the day in question, the CNI anti-explosives unit was notified that a suspicious package had been placed in the vicinity of the Cuartel Santa María, which belonged to the same agency. The operational group that responded to the call was led by Lieutenant Carevic, who confirmed at the scene that it was an explosive device.
The explosive's timer-based initiation system was only seconds away from activating, so it was decided that, in order to cause the least possible damage, it should be thrown into the bed of the Mapocho River. However, the explosive also had another initiation system that was triggered when the bomb was moved, causing it to detonate and killing Lieutenant Carevic at the scene.
Considering that the victim died violently as a result of the explosion of a bomb; and that said explosive device was placed with the intent to cause harm and public alarm, this Commission has formed the conviction that Lieutenant Carevic Cubillos died as the victim of a terrorist act that violated his human rights, committed by private individuals under political pretexts.
