On October 5, 1973, Luis Eugenio MORALES MUÑOZ, 27 years old, was executed.
The previous day, October 4, at approximately 10:00 p.m., he was detained by carabineros in front of witnesses at his home in the San Ramón neighborhood and taken away in a pickup truck used by police agents for transport.
On October 5, his body was sent to the Instituto Médico Legal, with the statement that it had been found at the intersection of Departamental and Santa Rosa. The cause of death was a complicated thoracic gunshot wound (2), as recorded in the respective certificate. The family only learned of the above in November 1973.
The Commission formed the conviction that Luis Morales was executed by State agents, which constitutes a violation of his human rights, basing its conclusion on the fact that the victim's detention is corroborated by eyewitnesses; the death occurred the day after he was detained and while he remained under arrest; the cause of death was gunshot wounds; and the body was sent from a public thoroughfare to the Instituto Médico Legal.
