Luis Enrique Sepúlveda Palm died that day at Posta Nº 4 due to a complicated dorsal spinal cord injury caused by a bullet, as stated in his Death Certificate.
According to the records obtained from the judicial proceedings, on that day, at approximately 23:00 hours, Luis Sepúlveda was on a public street in the Rosita Renard neighborhood, playing cards with some friends.
An officer from the Eighth Precinct of the Investigaciones police, who was traveling in a private vehicle driven by a corporal second class of the Ejército assigned to the Regional Intelligence Center, was involved in an incident with the group of young men upon arriving at Calle Guillermo Mann; the detective exited the vehicle and ordered them to halt.
The young men—including Luis Sepúlveda—fled, and were pursued on foot by the police officer; the officer fired shots from his service weapon, one of which struck Luis Enrique Sepúlveda, causing his death.
In the judicial proceedings initiated, the perpetrator of the shots was convicted of the quasi-delict of homicide and sentenced to 300 days of imprisonment.
Considering the evidence gathered and the investigation conducted by this Corporation, the Superior Council reached the conviction that Luis Enrique Sepúlveda Palm was a victim of human rights violations by a State agent who made excessive use of force.
